A recent website article provides information about the on-going problem of illegal tire dumping in the Memphis area. Of course, this problem is common to all parts of the United States. One need only drive the rural areas in his own neck of the woods to see old car tires littering the sides of the road. Not only are the tires unsightly, but in the summertime, they can become breeding sites for the mosquito population. Memphis officials are trying to determine an effective way of curbing the illegal dumping of car tires.

Training the general public to help fix the car tire problem is a little like training a pet, using a two-fold approach. There has to be a reward for good behavior and a penalty for bad behavior. In other words, the fine for getting caught dumping car tires where they don’t belong has to be stringent enough that most people would be surprised at the severity. If the fine for dumping car tires is no more than, say, a parking ticket, most offenders won’t care whether they get caught or not. The penalty has to be significant. On the other hand, getting rid of old car tires (legally), which we all have to do at some time or another, needs to be convenient. If the city could establish neighborhood collection centers for recyclable goods, and offer a few pennies for returning old car tires, then the problem may begin to subside.

Another idea might be to educate the general public about what can be done with the rubber from recycled car tires. When so many are thinking “green” these days, it might be a popular discussion.
